The Fraud Prevention Plan initiated by the Banque de France under PSD2 aims to combat fraud on non-3DS transactions, including Mail Order/Telephone Order (MOTO) payments. 

This plan has three phases:
1. As from June 10, 2024: transactions exceeding €500 per card, per merchant, per day have been declined.
2. Second phase (TBD): this threshold will be lowered to €250.
3. Third phase (TBD): this threshold will be lowered to €100.
